The three months that I lived in Van. was really eye opening as far as how govt. can control something as ubiquitous as the sale and consumption of alcohol. I don't even think Beijing is as strict. I couldn't even buy beer in 7-11! Imagine that......
Well, things change.
"VANCOUVER — There are many special things that the Olympics and Paralympics bring to town. World-class athletes. Tourists. Economic stimulus to hotels, restaurants, construction companies and taxis.
And now, more liquor.
In late January, the provincial government quietly amended liquor licensing regulations to relax rules around the distribution of alcohol.
The rules were sought because Vanoc and its partners, including sponsors, the International Olympic Committee, national and international sport organizations and the International Paralympic Committee expect to set up temporary hospitality tents where they may want to serve alcohol.
In an order-in-council dated Jan. 29, the province brought in a special “Olympic/Paralympic Licences” division that allows Vanoc and its partners to set up establishments in a number of municipalities, including Vancouver, Whistler, Richmond, Surrey, Squamish and North Shore communities.
That in itself isn't unexpected, since the province has legislation governing the issuance of special event licences.
But in this case, the new rules will allow two significant changes to the existing liquor licence regulations:
— Minors will be allowed in the establishment.

At present, rules around special event licences in Vancouver vary by zone. For example, in the primary commercial district downtown, licences are good from 9 a.m. to 4 a.m., seven days a week.
